US Creates 230 000 New Jobs in June
The U.S. created 213,000 new jobs in June.
In a surprise, the unemployment rate rose to 4% from 3.8%, the Labor Department said Friday. This could be due to the end of the school year.
Wage costs are slowly rising due to the shortage of labor.
Hourly wages rose 5 cents, or 0.2%, to $26.98. Yet the yearly rate of pay increases was unchanged at 2.7%.

Bournemouth And Poole Council’s Free Housing Early Prevention Service Saves Tenants from Eviction
More than 180 households from across Bournemouth and Poole, who have been at risk of losing their home have avoided eviction thanks to vital advice and support from the Council’s free Housing Early Prevention Service.
The service, which started in May 2017, has supported more than 300 households providing help and support to those renting privately who have fallen in to difficulties. The service’s dedicated outreach staff work directly with residents to help prioritise their tenancy as well as working closely together, with the resident’s agreement, with other appropriate support services such as health, Jobcentre, voluntary Sector and Private Sector Landlords to ensure a resident gets the appropriate support that they need.

Councillor Karen Rampton, Cabinet Member for Health and Social Care and Housing, Borough of Poole, added: “Early prevention is key and reaching people before eviction is crucial. I would urge anyone who is currently privately renting and is worried about maintaining their tenancy but has not received an eviction notice, to contact the free service as soon as possible.
“So far, the service has proved extremely successful, and at the end of the scheme we hope to be able to integrate this valuable service as part of our overall housing and homelessness service for both Bournemouth and Poole.”
Councillor, Robert Lawton Cabinet Member for Housing, Bournemouth Borough Council, said: “This scheme is essential in helping those people privately renting, who are at risk of eviction to prevent them from becoming homeless where at all possible. We want to do all we can to support residents to stay in their home and our skilled outreach workers are on hand to provide residents with honest, supportive advice, sensitive to their situation.”
Funding ends for the scheme in March 2019. The councils aim to have helped more than 800 households across the area.

Esther McVey DWP Minister Accused Of Lying To Parliament Twice
Tweet by Frank Field MP: This is so serious that I will ask the Speaker tomorrow for an Urgent Question so that the Secretary of State returns to the House to withdraw what the NAO believes to be totally inaccurate comments, as DWP officials well know.
Esther McVey has misled parliament on two separate occasions about the findings of a National Audit Office report on universal credit. Her arrogance in offering a non-apology is incredible. Most in the political sphere feel she must go. Being caught lying to parliament once is bad enough but twice is two times too many.
Dying To Work Gets Council Support
Campaign began in 2016 after a Derbyshire sales manager lost her job following cancer diagnosis
The local authority is the latest employer to sign up to the Dying to Work Voluntary Charter, following in the footsteps of employers such as Rolls Royce, Royal Mail and the Co-op.
The Charter is part of the TUC's wider Dying to Work campaign which is seeking greater security for terminally ill workers where they cannot be dismissed as a result of their condition.
Dying to Work was taken forward by the TUC following the case of Jacci Woodcook, an area sales manager from Derbyshire who was forced out of her job three years ago after being diagnosed with terminal breast cancer.
The TUC is asking employers to sign up to its voluntary charter to stop cases like Jacci's happening in the future.
Yvonne Stewart, Assistant General Secretary - Operations and Equality, said: "The STUC welcomes North Lanarkshire Council's decision to sign the Dying to Work Charter. The value of such a public commitment to protect the rights of workers who receive a terminal diagnosis cannot be over-estimated. This commitment helps to provide much-needed reassurance - at a time when workers and their families are at their most vulnerable."
Cllr Jim Logue, Leader of North Lanarkshire Council, said: "We have always tried to support our workers in the best way we can and by signing the Dying to Work campaign we have made a clear commitment to all our staff that they will be treated with dignity and respect should they receive a terminal diagnosis.
"It's shocking that there is currently no protection from dismissal for people with terminal illnesses and I would call on the Scottish and UK governments to legislate to address this issue."

Record 22,400 Minimum Wage Workers To Receive Millions In Backpay After Underpayment By Employers
Nearly 240 employers who underpaid the National Living and Minimum Wage named today
£1.44m in back pay has been identified for 22,400 workers, with the employers fined additional £1.97m
Employers underpaid workers by taking deductions from wages for uniforms, underpaying apprentices and failing to pay travel time
The names of 239 employers found to have underpaid 22,400 UK workers by a total of £1.44m have been published today by the government.
The back pay identified by HMRC was for more workers than in any previous single naming list and has generated record fines of £1.97m.
The earliest underpayment dated back to 2011, with the most recent happening this year (2018).
Business Minister Andrew Griffiths said:
“Our priority is making sure workers know their rights and are getting the pay they worked hard for. Employers who don’t do the right thing face fines as well as being hit with the bill for backpay.
“The UK’s lowest paid workers have had the fastest wage growth in 20 years thanks to the introduction of the National Living Wage and today’s list serves as a reminder to all employers to check they are getting their workers’ pay right.”
The top 5 reasons for National Minimum and Living Wage underpayments in this round were:
- taking deductions from wages for costs such as uniforms
- underpaying apprentices
- failing to pay travel time
- misusing the accommodation offset
- using the wrong time periods for calculating pay

Low Pay Commission Chairman Bryan Sanderson said:
“It is crucial that employers understand their responsibilities and workers know their rights around the minimum wage. That is why active enforcement and effective communication from Government is so important.
“It is therefore encouraging to see that HMRC has recovered unpaid wages for the largest number of workers yet in this round of naming and shaming. I’m confident that the Government will continue to pursue underpayment of the minimum wage vigorously.
Funding for minimum wage enforcement has more than doubled since 2015, with the government set to spend £26.3m in 2018/19.
The scheme is in its fifth year and calls out employers who have fallen foul of minimum wage laws, so far identifying £10.8m in back pay for around 90,000 workers, with more than 1,900 employers fined a total of £8.4m. HMRC has launched a series of webinars, available on GOV.UK, to help employers check that they are complying with the law.
The government is currently running a campaign to raise awareness of the National Living Wage and National Minimum Wage rates, which increased on 1 April 2018, as well as encouraging workers who have been underpaid to complain to HMRC. The campaign website has had more than 600,000 visits since the campaign kicked off on 1 April.
Employers who pay workers less than the minimum wage have to pay back arrears of wages to the worker at current minimum wage rates and face financial penalties of up to 200% of arrears, capped at £20,000 per worker.

McVey Must Come Back To The Commons Over Universal Credit - Others Want Her Sacked
McVey must come back to the commons over Universal Credit.
The SNP’s Social Justice spokesperson Neil Gray MP has said Esther McVey must return to the Commons immediately to provide a statement on Universal Credit. The Work and Pensions Secretary apologised to the Commons this afternoon, after being caught ‘misleading’ parliament over comments by the National Audit Office on the social security system.
Neill Gray MP said the apology did not go far enough.
Commenting, Neil Gray MP said:“The government has been happy to mislead not just the Commons, but the public about Universal Credit for years, now they’ve been found out. “All of Esther McVey’s lines in defence of Universal Credit have been torpedoed by the National Audit Office, which is why she was so desperate to undermine them on Monday. We knew she was wrong then, but her partial apology is just not enough and poses more questions than answers. “Esther McVey needs to come back to the House immediately and give a statement on Universal Credit, this time advising how she will address the concerns of the NAO, why she lied to the House and why she appears at odds with her own DWP officials.
“This is a government in chaos, crisis managing rather than leading. They need to get a grip instead of ruining people’s lives.”

Dear minister,
I wrote to you on 27 June asking to meet to discuss my report on universal credit and your comments, but I have not yet been able to see you. Following your second set of statements in the House [of Commons] about the report, I am now reluctantly writing an open letter to you to clarify the facts.
Our report was fully agreed with senior officials in your Department [for Work and Pensions]. It is based on the most accurate and up-to-date information from your department. Your department confirmed this to me in writing on Wednesday 6 June and we then reached final agreement on the report on Friday 8 June.
It is odd that by Friday 15 June you felt able to say that the NAO [National Audit Office] “did not take into account the impact of our recent changes”. You reiterated these statements on 2 July, but we have seen no evidence of such impacts or fresh information.
I’m afraid your statement on 2 July that the NAO was concerned universal credit is currently “rolling but too slowly” and needs to “continue at a faster rate” is also not correct. While we recognise regrettable early delays to universal credit, my recommendation made clearly on page 11 of the report is that the department must now ensure it is ready before it starts to transfer people over from previous benefits.
This will avoid the department’s performance declining further as it faces higher claimant volumes. I also recommended the department learns from experiences of claimants and third parties, as well as the insights it has gained from the rollout so far.
I’m also afraid that your statement in response to my report claiming universal credit is working has not been proven. The department has not measured how many universal credit claimants are having difficulties and hardship.
What we do know from the department’s surveys is that although 83% of claimants responding said they were satisfied with the department’s customer service, 40% of them said they were experiencing financial difficulties, and 25% said they couldn’t make an online claim. We also know that 20% of claimants are not paid in full on time and that the department cannot measure the exact number of additional people in employment as a result of universal credit.
I would still very much like to meet to talk about the report and to discuss the independent investigation we are currently undertaking on Motability, a matter that I know is important to you.

Ester McVeys apology
Speaking in the Chamber today, she said: "Whilst speaking in Parliament in answer to questions on the NAO report into Universal Credit I mistakenly said that the NAO had asked for the roll out of Universal Credit to continue at a faster rate and be speeded up. In fact the NAO did not say that…
"I want to apologise to you [the Speaker] and the House for inadvertently misleading you."
She added: “I believe it is right that as a minister I should come and correct the record and I therefore hope that you will accept my apology.”
However, Labour blasted Ms McVey over the blunder and said that if she had "knowingly misled" Parliament she should quit her Cabinet post.
Shadow Work and Pensions Secretary, Margaret Greenwood said: “Esther McVey has admitted that she misled Parliament. She did so not once, but twice, on 21st June and 2nd July, despite the fact that her own department had agreed the NAO report on 8th June.
“The NAO report is damning about the roll out of Universal Credit, the Government’s flagship welfare programme.
“If she didn’t read it properly, that’s incompetence. If she did read it properly and knowingly misled Parliament, then she should resign.”
Chair of the Work and Pensions Committee Frank Field has requested an Urgent Question for tomorrow so that MPs wil be able to grill Ms McVey on the matter.
In the NAO’s letter, the organisation’s chief Amyas Morse condemned the Work and Pension Secretary’s "odd" claim that the body failed to account for "recent changes" to the controversial benefits overhaul, saying it had seen "no evidence of such impacts nor fresh information" to support a string of assertions she made in Parliament.
Ms McVey told the House today: “The NAO contacted my office and the end of last week and we are working on setting up a meeting.”

Domestic violence and abuse remains significantly underreported. In working to establish a domestic homicide review model the department has worked closely with statutory, voluntary and community sector partners. In addition to the views of representative organisations, the department is keen to hear from people who may have been abused or who may have been affected by abuse.
The views of family members or friends or work colleagues can help us improve preventative as well as immediate and aftercare services and potentially save lives.
The department intends to publish responses to the consultation on its website. However, all contact details and information that could identify a respondent as a private individual will be removed.
