Budget 2015
George Osborne was delivering his seventh Budget. Chancellor George Osborne surprised everyone by vowing to introduce a "national living wage" of £9 an hour by 2020 in the first Tory budget since 1996. This caught parliament by surprise. The Living Wage is still lower than that of Scotland has currently.
The chancellor scrapped student grants, froze benefits and cut billions from tax credits and other welfare payments.
The Chancellor is spreading the £12bn in welfare cuts promised in the Conservative election manifesto over three instead of two years. This was one welcome surprise.
Housing benefit for most people aged under 21.
Mr Osborne made much of low wage, high tax, high welfare economy; to the higher wage, lower tax, lower welfare country he said he intend to create".
However low productivity has been a by-product of the decline in wages.
The Chancellor downgraded growth forecast for the UK this year, of 2.4%, and pushed back the date at which public finances would move into surplus to 2019/20.
Measures announced in the Budget statement include:
An increase in the inheritance tax threshold to £1m for married couples by 2017. Nice if you happen to be well off.
Working-age benefits to be frozen for four years - including tax credits and local housing allowance, but excluding maternity pay and disability benefits. This will see a reduction in the real value of benefits.
Maintenance grants for students - paid to students with family incomes below £42,000 - to be scrapped and converted into loans from 2016/17. For students from poorer families this is not good news.

A fresh clampdown on public sector pay, which will be limited will to 1% a year for the next four years
Pensions tax annual allowance to be tapered away to a minimum of £10,000 from next year
New cars and motorbikes will not need MOTs for the first four years, rather than three
Mr Osborne announced that the £26,000 benefit cap - the amount one household can claim in a year - would be cut to £23,000 in London and £20,000 in the rest of the country. This again will make life hard for those on benefits as inflation erodes the real value of benefits.
The government will also make local authority and housing association tenants in England who earn more than £30,000 - or £40,000 in London - pay up to the market rent, but rents in the social housing sector will be reduced by 1% a year for the next four years.
Mr Osborne confirmed that the BBC has agreed to absorb the £650m cost of providing free television licences for over-75s. Councils in England and Wales are likely to be allowed to relax Sunday trading laws.
The chancellor unveiled "just under half" of the £37bn in cuts he says are needed to clear the deficit by 2018, with £12bn from the welfare budget and £5bn from a crackdown on tax avoidance. The remainder of the savings will come from cuts to government departments to be announced in the autumn.
Mr Osborne said the UK economy today was "fundamentally stronger than it was five years ago", with living standards rising strongly.
'Smoother path'
He said higher tax receipts meant he could implement a "smoother" path to recording a surplus in the government finances, but stressed that he would not back away from tackling the deficit.
"You only have to look at the crisis unfolding in Greece as I speak to realise that if a country's not in control of its borrowing, the borrowing takes control of the country," Mr Osborne said.
"Britain still spends too much, borrows too much, and our weak productivity shows we don't train enough or build enough or invest enough." The UK's productivity is very low and there has been little in this budget to tackle this problem. There was nothing in the budget about promoting R&D and innovation.
In summary, further cutting of the welfares state but a surprise move in the introduction of the Living Wage. Less harsh on the welfare state than was expected but again a Chancellor intending to shrink if not eventually destroy the welfare state.
Cutting tax credits but not increasing productivity and wages, will create more in work poverty.

New DWP Postal Addresses
New DWP postal addresses
DWP is modernising how it receives and processes post by gradually transforming the department’s paper led system to a modern, digital solution. This transformation has resulted in changes to office postal addresses and new details are provided to ensure that any correspondence is correctly addressed.
Background to the new solution
From August 2013, a single modernised service for post opening, scanning and indexing, known as the Agility Platform (which is part of the Department’s Infrastructure Modernisation Programme), is providing the capacity to scan and index post on receipt. Processing staff are then notified when a scanned image is available for action.
The new scanning service provides a whole new way of working and brings efficiencies to the Department, as well as customers, for example:
- documents are traced and processed more quickly
- certificates, wage slips and other valuable documents will be returned to the customer on the day they are received
- scanned images cannot be altered, ensuring that documents cannot be tampered with, or information lost.
Universal Credit, Personal Independence Payment and the Pension Service, amongst others, are already benefiting from the new service and other DWP business areas will transfer.
In order to provide this service, 29 Mail Opening Units (MOUs) are now streamlined into two new ones in Kidderminster and Telford. Post for most DWP offices is now managed within the two units.
In addition to the scanning and indexing facility, the new mail units are also providing a hard copy post opening and distribution service for the vast majority of DWP’s business areas, some of which will also transfer to the scanning process.
Selecting the correct correspondence address for offices using the new service
Annex A lists the offices which have migrated to the new way of working. These offices are already using the new mail opening units which have a Wolverhampton postal address, so please address any post to the office’s new MOU address to avoid any unnecessary delays.

Sunday Trading
George Osbourne is about to relax the hours of Sunday Trading.
Osborne said: “Even two decades on from the introduction of the Sunday Trading Act, it is clear that there is still a growing appetite for shopping on a Sunday. There is some evidence that transactions for Sunday shopping are actually growing faster than those for Saturday.
Sunday trading laws allow all stores to open for six hours between 10am and 6pm, while small shops covering less than 3,000 sq ft, or less than 280 square metres, can open all day.
The lobby group Open Sundays claims the reform would bring in £20.3bn over 20 years to the British economy.

In July 1999, Asda became a subsidiary of the American retail company Walmart, and today is the United Kingdom's second-largest chain by market share. In the US Wal Mart are known one of the ‘benefit queens’ and are well known for their use of subsidised, low cost labour.

We think the public should know who is influencing government decisions.
And the government agrees in principle - it has promised to make lobbying transparent with a register of lobbyists. But its current plans to open up the influence industry are a sham. Now is the time to tell them what you think, and put an end to the back-room deal nature of politics.

Osbourne's Budget
Planning billions in welfare cuts George Osborne is planning to use his first Conservative budget to lift all but the very richest households out of inheritance tax.
Meanwhile he is going to announce billions of pounds in welfare cuts. The Institute for Fiscal Studies noted that, while spending is forecast to fall as a percentage of GDP, it is still set to rise in real terms during the next parliament. Even with a growing economy, benefits will still be a larger proportion of GDP at the end of the decade than they were before the recession.
What other working age benefits could be cut to save £10 billion? You cannot do it by making benefits for unemployed people tougher. They are already too small for that and abolishing Jobseeker’s Allowance would only cut spending by £2.4 billion, Far less than the Chancellor is aiming for.
Cameron has strongly hinted that one of the cuts will be reductions to tax credits. According to the TUC a further option will be cutting the support for low-paid earners. This would run counter to the government’s aim of “making work pay” and undermine claims to be on the side of hard-working families, but it could produce substantial savings. The proportion of Housing Benefit claims that are by people in work has been rising steadily and is now about one-in-four.
There have also been reports that Osborne would like to go even further than his plan to reduce the benefit cap from £26,000 to £23,000 and perhaps cut it to £20,000 outside London.
Another target is Child Benefit but this is likely to be very unpopular. Bashing the Disabled is waering thisn also.
The Catholic Church has argued that the government's welfare reforms are 'not compatible with Christian values' - and urge him to rethink plans to slash welfare in next week's budget.
One of the clearest pledges in the Conservative Manifesto was £30 billion of “fiscal consolidation”, made up of:
- £13 billion cuts to public services,
- £5 billion from reduced tax evasion, and
- £12 billion of benefit cuts.
In 2013/14 nearly one JSA claimant in five was sanctioned; more ESA claimants than ever before are being sanctioned. Vulnerable people are disproportionately likely to be sanctioned, including 100,000 children and 100 people with mental health problems every day. Food banks report that benefit sanctions are one of the main reasons families need to turn to this support.

Ian Duncan Smith Maxes Out
Iain Duncan Smith’s official parliamentary credit card was suspended after he ran up more than £1,000 in expenses debts.
The Work and Pensions Secretary is among 19 MPs who have had their credit lines suspended since the start of the year because they owe money to Parliament’s expenses watchdog.
The revelation is likely to embarrass Mr Duncan Smith.
Mr Duncan Smith himself had his card blocked when he owed the taxpayer £1,057.28

April Centre
Colchester Charity, the April Centre ceased trading in late April this year. The April Centre had offices in Colchester and Clacton and over 80 tenants. Tenants that had been made homeless for a variety of reasons, had a deduction they were told taken from their Housing Benefit. This was so if they moved on and had managed their tenancy successfully, they would have a deposit.
According to Shelter; rent deposit schemes help people who could not otherwise afford a rent deposit to rent from a private landlord. Rent deposit schemes are usually run by a local council or housing association, or sometimes by a charity.
Rent deposit schemes offer loans to be used as deposits. Usually, the scheme-provider lends you the money in advance and you pay it back over a period of time from your wages or benefits. If there are no problems, you should get your deposit back as a lump sum at the end of your tenancy.
If you take up an assured short hold tenancy and pay a deposit to your landlord, the money must be placed in a UK government-backed tenancy deposit protection scheme.
Why was nothing put in writing to tenants about this scheme and why the April Centre, management or Trustees or the administrator, not contacted tenants when the charity ceased trading?
The April Centre still exists and both a Company and a Charity.
