FAILURE TO PAY MINIMUM WAGES - This is the thin end of the wedge. The reality is that many companies pay workers in cash and frequently below the minimum wage, in particular in the take-a-way food delivery business. It's common in practice. It has been reported to HMRC but their minimum wage department is massively overstretched. Don't count on anything being done anytime soon.
